Settlers of Civilization

Rules are similar to base-game Catan except for the introduction of civilizations and leaders, which provide unique bonuses in many possible combinations. Players will roll to see who chooses their civilization first, with the high roll winning. Civilization choices are dealt to players from the deck, leaving out any extras that do not evenly fit into the number of total players. From among the dealt civilizations the first player chooses one to play with, then each player takes turns choosing from their pool. Setup proceeds normally after this, then after the placement of the final settlement and road(s), another round of choice is made for leaders. This once again begins with the player rolling highest, and proceeds until the last player. Games are played to 11 victory points.

Rule Clarifications:

• The term “build” excludes settlements and roads placed in the game setup. The terms “settle” and “place” include those placements.
• Development cards provided or fetched by civilization and leader abilities do not count as builds.
• Resources from 7s are collected before the robber is moved, but after discarding due to hand size.
